Amnesty International (AI), an international non-governmental organisation (NGO), has denounced the Pakistan government over its failure to check human rights violations and violence in Khyber Pakhtunkhwa (formerly the North West Frontier Province, NWFP) that has left hundreds of people dead in the province.

DINGA: Reiterating the government’s determination to follow and protect the Constitution and law Prime Minister Syed Yusuf Raza on Thursday said if all state institutions work within the ambit of Constitution, it would ensure the development of country and progress and prosperity of masses. “We want to follow and protect the Constitution and law. We want that all institutions work within the ambit of Constitution. If all the institutions would play their role while living within the parameters of Constitution, it would ensure development of country and the progress and prosperity of poor masses”, he stressed. The Prime Minister was addressing a large public meeting here after inaugurating the supply of Sui gas to Dinga city, where he also announced various development projects for the area. Minister for Information and Broadcasting, Qamar Zaman Kaira and Punjab Minister for Finance, Tanveer Ashraf Kaira also addressed the public meeting, which was attended among others by Governor Punjab Salman Taseer and various federal and provincial ministers and members of the parliament. Prime Minister Gilani said the consensus approval of the 18th Constitutional Amendment by the parliament was indicative of the fact that Pakistan Peoples Party is a federal political force, having organizational structure and governments in all the four provinces as well as in AJK and Gilgit-Baltistan. He said the PPP led government was following and taking forward the vision of Shaheed Zulfikar Ali Bhutto and Mohtarma Benazir Bhutto Shaheed. The Prime Minister added that the politics of reconciliation being followed by the present government was the vision of Shaheed Benazir Bhutto which brought fruit to the country in the form of consensus NFC Award, 18th Amendment, autonomy of Gilgit Baltistan, Aghaz-e-Haqooq-e-Balochistan package etc.Prime Minister Gilani said the present government was committed to the welfare of masses and has initiated various projects for the socio-economic development of poor people. He referred to the Benazir Income Support Programme (BISP) initiated by the government and said under the scheme it was being contemplated to waive off the electricity bills – ranging from 200 to 300 units – of poor workers. The Prime Minister said the government was also striving to bring in a health insurance scheme under the BISP initiative to provide free of cost health facilities to the poor segments of society. Similarly, Gilani said, the government has formulated a crop insurance scheme to give protection to growers from natural disasters. The Prime Minister said as the PPP considers the people a source of strength, it was the duty of present government to improve the socio-economic conditions of masses. He said the government, by providing sui gas to Dinga, has fulfilled the promise made by Shaheed Mohtarma Benazir Bhutto, adding, despite the inauguration of this project in 1996, the work on this scheme could not be completed and now he was happy to inaugurate this project. The Prime Minister said the government instead of performing ground-breakings has now decided to inaugurate the development projects on completion. Gilani said he was very happy to become the first Prime Minister of Pakistan, who visited Dinga, a fortress of PPP and city of martyrs whose people have always stood with the PPP. The Prime Minister said after the assassination of Mohtarma Benazir Bhutto the masses voted in favour of PPP, which now has its President, the Prime Minister, Chairman Senate, Speaker National Assembly and part of coalition governments in provinces. Prime Minister Gilani on this occasion also announced various development projects for the area including the brick-lining of Drain Nulla – that passes through Dinga city – to protect the areas residents from environmental hazards. He also directed the Overseas Pakistanis Foundation (OPF) to open school and hospital in the area. The Prime Minister directed the Ministry of Sports to ensure the provision of playgrounds in Dinga and Lalamusa. The Prime Minister also announced the construction of Khokhranwali bridge at Upper Jhelum canal at a cost Rs. 10 million to facilitate the residents of nearby villages. He said the National Vocational and Technical Education Commission (NAVTEC) would open its branch in the area to provide technical education to the youth of Dinga, enabling them to become skilled and get jobs. The Prime Minister also announced Rs. one million grant for Dinga Bar Association and said the Ministry of Labour would construct labour colony in the area. Gilani said funds will be allocated in the next budget for the construction of farm to market roads in the area. The Prime Minister also directed the National Highways Authority (NHA) to construct and complete all link roads with Kharian. Minister for Information and Broadcasting, Qamar Zaman Kaira while speaking on the occasion thanked the Prime Minister on behalf of the people of Dinga for providing Sui gas to Dinga and fulfilling the promise of Shaheed Mohtarma Benazir Bhutto. Kaira said soon after the formation of PPP government he took this project to Prime Minister Gilani, who immediately approved it and today he himself visited Dinga to inaugurate the project. The Information Minister termed the Constituency of Lalamusa and Dinga as PPP’s Larkara and said the party believes in distribution of resources and power. He said despite the fact that the former rulers hailed from Gujrat this constituency was neglected due to its people’s affiliation with PPP and the people of this area were deprived of their share in development and jobs. The Information Minister said now after 14 years of gap when the PPP was in power and the Prime Minister visited the area, the people have a lot of expectations from the PPP leadership. Qamar Zaman Kaira sought attention of the Prime Minister on various problems of the area and said there was an urgent need of brick-lining of Sewerage Nulla in Dinga and the construction of playgrounds for the youth of Dinga and Lalamusa. He said despite the fact that a large number of overseas Pakistanis from this constituency were contributing in the national economy by remitting precious foreign exchange, the Overseas Pakistanis Foundation (OPF) did not initiate any scheme in the area. The Information Minister requested the Prime Minister to direct the Ministry of Overseas Pakistanis to open OPF schools and hospitals in Dinga and Lalamusa. He also demanded allocation of funds in the next year’s Public Sector Development Programme (PSDP) for construction of some 30-35 kilometers of link roads in the area and provision of Sui gas to nearby villages as well as opening of two technical training institutions under TEVTA in Dinga and Lalamusa. The Information Minister said since the PPP government came into power it was striving to alleviate the sufferings and deprivations of masses throughout the country. He said it was the PPP which took lead in confronting the challenges faced by the federation and achieved various mile-stones including the Aghaz-e-Haqooq-e-Balochistan, autonomy of Gilgit-Baltistan, renaming of NWFP province as Khyber Pakthunkhwa, giving shares to 500,000 labourers under the Benazir Stock Option Scheme in various industrial units etc. Kaira said, under the initiative of Benazir Income Support Programme (BISP) Rs. 34 billion and Rs. 70 billion were allocated during the previous and current years, respectively. The government was effectively tackling the situation in the wake of war against terrorism, he said, adding, the 1973 constitution – which was distorted during the dictatorial regimes, was restored through the 18th Amendment. The Information Minister hailed the PPP leadership including President Asif Ali Zardari and Prime Minister Gilani for adopting and following the path and vision of reconciliation given by Shaheed Benazir Bhutto under the Charter of Democracy. Punjab Minister for Finance Tanveer Ashraf Kaira speaking on the occasion appreciated the commitment of Prime Minister Gilani towards the welfare and prosperity of masses and said he even faced imprisonment for giving jobs to people. He said the people of this area have stood with the PPP in thick and thin and were ready to give every sacrifice for the progress of country and nation in future as well.

During an advisory council meeting held under the chairmanship of PML-N chief Nawaz Sharif, Abbasi was forced to withdraw but he did not do so. The meeting deliberated in detail on the issues like VAT, upcoming budget, petitions against NRO verdict and 18th Amendment. Sardar Mehtab Abbasi was specially invited in the meeting. SIALKOT: Jamaat-e-Islami General Secretary Liaquat Baloch on Sunday urged the rulers to stop being a frontline ally to freeing Pakistan from the American clutches. Addressing a news conference here, he stressed that the government should formulate its domestic and foreign policies in line with the unanimous resolutions passed by the parliament. Baloch said that the rulers were running the affairs of government at the US command. The JI leader further said that the 18th Amendment had become controversial on judges’ appointment and renaming of NWFP.
